What this claim turns on
TBI claims are difficult precisely because the injuries that cause them were often never treated. Blast exposure in particular frequently produced no loss of consciousness, no medical visit, and therefore no record. What a physician can do is examine the residuals — cognitive, vestibular, headache, and mood symptoms — and assess whether their pattern and onset are consistent with the exposure history you describe. Where they are, the opinion says so and explains the reasoning. Where the residuals point to another cause, we will say that instead.
